Omicron BA.2 Subvariant More Contagious

Government Asked to Keep Banning Coal Exports for Companies Not Complying with DMO

B20 Meeting Became a Leap to Get Out of Crisis

CPO Export Needs to be Raised

The government needs to increase export levies for crude palm oil (CPO) products which are the raw material for cooking oil. Currently, the rate of levy or progressive tax is only limited to US$175 per ton.
This refers to the Minister of Finance Regulation (PMK) 76/2021 which provides a range of export levies between US$55 and US$175 per tonne. The tariff of US$175 per tonne refers to the provision that the CPO price reaches US$1,000 per tonne, after previously increasing it gradually to US$20 per tonne for CPO price increases of US$50 per tonne. With the current CPO price in the range of US$1,200 to US$1,250 per tonne, there is potential for an increase in levies of up to US$100 per tonne. Ban Lifted, Sinar Mas Subsidiary Re-exports Coal

A total of 139 coal companies are allowed to export coal again

Hope Behind License Revocation

So far, data and implementation on the ground show that natural resource governance in Indonesia is still poor. Based on data from the Consortium for Agrarian Reform (KPA)

The Head of the Anti-Extractive Industry Campaign of the Indonesian Forum for the Environment (Walhi) Hadi Jatmiko stated that the revocation of business licenses, especially in the forestry sector, had not fully answered the demands of the people in conflict. Because, judging from the reasons for the revocation of the permit, the government is only making improvements by providing transparent and accountable permit facilities. On the other hand, the government does not revoke the business license on the grounds that the company has caused environmental damage or is in conflict with the community. Hadi also concluded that the revocation of this permit was not entirely in the interests of the community and the environment, but rather to attract the power of natural resource management. Hadi recommended that forests and land whose licenses had been revoked should not be auctioned back to the company. Forests and land damaged due to licensing activities also need to be immediately restored and distributed to the people or redistribution. Deputy Minister of Agrarian and Spatial Planning/Deputy Head of the National Land Agency Surya Tjandra previously also stated that some of the land will be distributed to local communities and partly to credible companies. The detailed schemes and provisions for land distribution are still being discussed by the relevant ministries/agencies.

There is No Final Solution to Prevent Coal Supply Crisis

Until now there has been no final and permanent solution from the government to prevent the coal supply crisis for domestic power plants.
The tug-of-war to meet domestic demand for coal is still going on. Deputy Chairperson of Commission VII DPR, Maman Abdurrahman explained, the results of the opinion meeting with the Directorate General of Mineral and Coal of the Ministry of Energy and Mineral Resources (ESDM) and PT Perusahaan Listrik Negara (Persero) are still looking for a permanent solution to overcome the coal supply crisis in the electricity sector. From the permanent solution, it is hoped that there will be no more incidents of coal export bans issued by the government some time ago. "Balancing the interests of coal exports for foreign exchange and meeting the domestic needs of coal for electricity. So, the solution must be to accommodate and accommodate all interests," said Maman during an opinion meeting, Tuesday (18/1/2022), at the DPR Complex, Jakarta. According to Maman, during the hearing, VII DPR also asked PLN to strictly improve the supply chain of the steam power plant (PLTU). PLN is also expected to contract with mining business permit holders (IUP), not with traders, and audit PLN Coal comprehensively.

Inflation Overshadows Poverty Reduction Efforts

The government's efforts to reduce poverty during the Covid-19 pandemic are overshadowed by the potential for price increases for a number of basic necessities.
If it is not accompanied by an increase in income and strengthening purchasing power, vulnerable people can fall back into poverty. The Central Statistics Agency (BPS) noted, as of September 2021, there were 26.5 million poor people in Indonesia or 9.71 percent of the total population. That number decreased by 1.05 million people compared to the position in September 2020. At that time, in the first year of the pandemic, the number of poor people jumped to 27.55 million people or 10.19 percent of the total population. BPS defines the poor as those who have an average monthly per capita expenditure below the poverty line. The poverty line expenditure limit as of September 2021 is IDR 486,168 per capita per month or IDR 2,187,756 per poor household per month. The spending limit for the poverty line rose 5.5 percent or Rp 27,221 compared to September 2020. The increase was mostly influenced by food commodity prices, which contributed 74.5 percent to the total increase. According to the Head of BPS Margo Yuwono, if not accompanied by an increase in wages or adequate income, the spike in the prices of food commodities and other goods this year could trigger an increase in the poverty rate. Several food commodities have experienced significant price increases this year due to a number of factors. The commodities, for example, are cooking oil, chicken eggs, and red chilies. The government also plans to increase the rate of Value Added Tax (VAT), cigarette excise, and electricity tariffs this year. “Inflation itself does not necessarily affect the poverty rate. What is worrying is that people's incomes do not increase, while inflation is getting higher," he said
