The Ministry of Energy and Mineral Resources Affirms the Obligation of Companies to Undertake Coal Downstreaming
The Ministry of Energy and Mineral Resources (ESDM) ensures that it will continue to encourage coal downstreaming. Director General of Mineral and Coal Ridwan Djamaluddin appreciates the steps taken by PT Bukit Asam Tbk (PTBA) which has carried out the groundbreaking of the dimethyl ether (DME) project.
Ridwan also confirmed that there are other downstream projects that are also being carried out. "Next, PT Kaltim Prima Coal is also preparing the same program," said Ridwan in a recent virtual discussion. Ridwan added, provisions for the energy transition, especially the coal sector, have been regulated in Law Number 3 of 2020 concerning Amendments to Law Number 4 of 2009 concerning Mineral and Coal Mining. Ridwan explained, downstreaming or increasing added value is an obligation for coal companies. In addition, downstreaming is also a requirement in the extension of the permit for the Special Mining Business Permit (IUPK) of the former Coal Mining Concession Work Agreement (PKP2B). "In short, for the energy transition, especially coal, we are carrying out a gasification program as it is now being implemented," said Ridwan. Previously, the Ministry of Energy and Mineral Resources hoped that coal downstream projects could be implemented. Moreover, the government is currently seeking a number of incentives for business actors who carry out coal downstreaming.
