Reconsidering the Opening of Coal Exports to State Revenue

The Ministry of Energy and Mineral Resources (ESDM) has lifted the ban on coal exports on February 1, 2022.
Although it has been lifted, the export ban still applies to coal companies that have not met as much as domestic demand (Domestic Market Obligation/DMO), or have submitted a letter Statement of willingness to pay fines or compensation funds for the shortage of DMO in 2021 according to the Decree of the Minister of Energy and Mineral Resources Number 13.K/HK..021/MEM.B/2022. Economist of the Center of Reform on Economics (CORE) Indonesia Yusuf Rendy assessed that the impact of the re-allowance of coal exports on state revenues would not be too significant. "In fact, with this provision, business actors will increase coal production with the aim of making profit margins on international market prices and also fulfilling domestic DMOs," said Yusuf. He projects that the DMO figure will be in the range of 160 million tons, an increase compared to last year's realization which reached 133 million tons.
